Officers attempted to stop a vehicle that had another vehicle’s bumper attached and dragging on the ground. Officers determined the vehicle was involved in a hit & run and would not immediately stop. Lisa Dicicco, 42, of Florida, was placed under arrest and charged with failure to stop, leaving the scene of property damage, driving an unlicensed motor vehicle, and failure to stop for police.
