Daryl Elliott-Powell, 19, 97 Hazelton Street in Boston, was placed under arrest after it was determined that he took a motor vehicle without the knowledge or consent of the registered owner or person having lawful control. The owner was located and the vehicle was subsequently returned to him. A Massachusetts criminal citation was issued and given in hand to Elliott-Powell for failure to stop at a red light, unnecessary noise from an engine, and use without authority.
