Arlin Gutierrez, 24, of 19 Cottage Street in Chelsea, MA was stopped for a motor vehicle infraction which occurred at the intersection of Massachusetts Avenue and Beech Street. As a result of the stop, Gutierrez was arrested for operating a motor vehicle without a license.
