Copeland was arrested after he was stopped for operating a motor vehicle that was involved in a hit and run in Boston. During the motor vehicle stop and CJIS inquiry, it was discovered Copeland was operating a motor vehicle with a Suspended License. After Copeland's information was gathered, he was informed that he was free to leave the scene on foot while the motor vehicle was being towed, at which time, Copeland's behavior became tumultuous. Residents in the area gathered at the rear of Salvation Army on Green Street to observe Copeland's behavior. Passerbys crossed Green Street to avoid Copeland while he was making his remarks and attempting to engage police.
