State Police, Cambridge Police and Other Agencies Arrest Parole Violator Fugitive in Cambridge; Guns, Drugs, Body Armor Seized

Massachusetts State Police Troopers, assisted by the Cambridge Police and several other law enforcement agencies, early yesterday morning raided a Cambridge apartment on Franklin Street that was believed to be occupied by a man who had violated terms of his parole from a prior conviction for assault and battery with a dangerous weapon. 

Inside the apartment, Troopers and officers found not only the parole violator, but also a second man designated as the state of New Hampshire’s most wanted fugitive of the week and two other men. Also located in the apartment were a collapsible rifle, a handgun, a ballistic vest, ammunition, and narcotics. 

The investigation that led to yesterday’s raid began in June, when MATTHEW HALEY, 26, violated the terms of his parole from his sentence from an assault and battery with a dangerous weapon conviction. A warrant was issued for his arrest.  Troopers from the Massachusetts State Police Violent Fugitive Apprehension Section (MSP VFAS), along with Lynn, Somerville, and Cambridge officers, began assisting the Massachusetts Parole Department  in locating HALEY. 

During the investigation into HALEY’s whereabouts, MSP VFAS Troopers and local officers developed information leading to a location in Cambridge.

In the early morning hours on Wednesday, MSP VFAS Troopers and Troopers from the MSP Crime Gun Unit and Special Tactical Operations (MSP STOP) Team, along with Cambridge Police, the ATF, and state parole officers, went to the target address, 216 Franklin St., #3. 

MSP STOP Team Troopers began to make entry into the third floor apartment. As they did so, Troopers and Officers outside holding a perimeter observed two men come onto the third floor porch. One of the men, identified as HALEY, climbed over the railing and began climbing down toward the ground.

MSP STOP Team Troopers made entry into the apartment and quickly established control of all four occupants, including HALEY and the other male on the porch, who was later identified as STANDLY MIRANDA, 26. 

While securing the apartment, STOP Team Troopers observed a handgun and narcotics in plain view. The apartment was secured and, in a collaborative effort with the MSP Crime Gun Unit, a search warrant was authored and granted for the apartment. After the apartment was photographed by Troopers from the MSP Crime Scene Services Section, the following items were located within: 

- a Keltec Sub 2000 9mm collapsible rifle;

- a 32 caliber pistol;

- 30 9mm rounds;

- a ballistic vest;

- Class B narcotics believed to be cocaine and methamphetamine packaged for distribution; and

- Class D narcotics believed to be marijuana packaged for distribution.

Once the search was concluded, MSP Ballistics Unit Troopers took custody of all firearms and ammunition. All other evidence was logged and secured at an State Police barracks. 

The following, all of whom were believed to be residents of the apartment, were arrested. 

1. MATTHEW HALEY, 26, charged with parole violation; and a warrant for lewd, wanton and lascivious conduct, operating a motor vehicle after license suspension, failing to identify himself to a police officer, and interfering with a police officer. 

2. STANDLY MIRANDA, 26, arrested on the following fresh charges stemming from the search of the apartment: Possession of a firearm without an FID card, unlawful possession of ammunition, unlawful carrying a of loaded firearm, possession of body armor during the commission of a felony, possession of a large capacity rifle, possession of a large capacity feeding device, possession of Class B substances with intent to distribute, and possession of a Class D substance with intent to distribute. 

3.  HARDY QUINTIN, 32, arrested as a fugitive from justice on a New Hampshire charging him with narcotic sales, as well as the following fresh charges stemming from the search of the apartment: Possession of a firearm without an FID card, unlawful possession of ammunition, unlawful carrying a of loaded firearm, possession of body armor during the commission of a felony, possession of a large capacity rifle, possession of a large capacity feeding device, possession of Class B substances with intent to distribute, and possession of a Class D substance with intent to distribute.  (QUINTIN was designated as this week’s "Fugitive of the Week" by law enforcement authorities in New Hampshire who were searching for him. He has been on the run for the past two years.)

4. DANTE CONNER, 20,  arrested on the following fresh charges stemming from the search of the apartment: Possession of a firearm without an FID card, unlawful possession of ammunition, unlawful carrying a of loaded firearm, possession of body armor during the commission of a felony, possession of a large capacity rifle, possession of a large capacity feeding device, possession of Class B substances with intent to distribute, and possession of a Class D substance with intent to distribute. 

Additionally, a dog was found within the apartment during the initial entry and identified by a Detective with the Cambridge Police as recently being stolen from a homeless couple that stays in the Cambridge area.  The Cambridge Police Department took custody of the pitbull and made arrangements with Cambridge Animal Commission to reunite the owners with their dog.  Shortly thereafter, Oreo was reunited with its owners.

Arraignments for the defendants will be arranged by the relevant prosecutors’ offices.
