When officers arrived, they found Mikesha James, 38, 76 Howard Street in Cambridge sitting in her vehicle which had driven up onto the sidewalk in front on Hancock Street. James was found sitting in the driver’s seat of the vehicle with the engine running and the keys in the ignition. It should be noted that Hancock Street is a public way owned and operated by the City of Cambridge. James was extremely uncooperative with officers, refusing to answer questions and continuously made demands to call multiple people to come get her. James appeared highly intoxicated at the time officers spoke with her. James spoke with slurred speech to officers, her eyes appeared to be bloodshot and glassy. Officers on scene noticed there was a strong odor of an alcoholic beverage emanating from both James and the vehicle. James continuously refused officers commands to exit the vehicle, after approximately 30 minutes of trying to coerce James out of the vehicle, officers guided James from the vehicle at which time James went limp and flopped to the ground next to her vehicle. James refused all Field Sobriety Tests and refused to stand on her own, putting herself into dead weight any time officers tried to help her to her feet. Refusing to stand on her own, officers placed James in handcuffs on the ground and advised her that she was under arrest for OUI liquor. During a search incident to arrest of James’s vehicle, an open container of an alcoholic beverage was found in the rear cargo area, which was easily accessible to the passenger area of the vehicle. James was cited for Open Container. While in the process of being booked, James refused to submit to a breathalyzer test.
