John Leonard, 55, homeless, was placed under arrest for Refusing to Identify Self after Bicycle Violation and Failure to Stop for Red Light after he was observed operating a bicycle through two red traffic signals. During the booking process, two outstanding default warrants were revealed out of Brighton Municipal Court District Court of Council Bluffs, Iowa.
