Suspect was seen taking the bike from a locked bike rack at approximately 9:30 a.m. The Suspect was described as a black male in his 20s wearing a white t-shirt and wearing a black backpack; suspect had facial scars.

The victim states the caller had a heavy accent and did not speak English very well causing him to doubt the caller was an IRS Agent.

Jose Lemos, 33, 20 Linden Street, Somerville, was placed under arrest when he was observed by officers drinking from an open container of beer on a public bench. After the can of beer was removed from Lemos possession, he was instructed by officers that he was under arrest for drinking in public. Jose Lemos became actively resistant towards officers refusing to put his hands behind his back as instructed, clenching his fist and pulling them towards his chest and pulling his arms away as officers were attempting to handcuff him. Eventually police were able to gain control of Lemos and place him under arrest.
