An Everett resident was stopped operating his motor vehicle on River Street after the vehicle was captured at a speed of 38 in a posted 25 MPH. A license query revealed the driver did not have a valid license to operate a vehicle in the Commonwealth. He was issued a criminal citation for the offenses.
