males handling needles and spoons inside of the park. Officers observed three
suspicious males leave the park. Officers found a needle cap and a bloody
napkin near a table next to where the suspects were seen. Officers stopped
the three suspicious males on Franklin Street, approximately 100 yards away
from the park. Two of the males were cooperative and no contraband was found
on them. The third male (identified as Isaiah Higgins, 19, of 168 Medford
Street, Arlington) initially provided officers with a false name and he was
very nervous - he kept placing his hands in his pockets despite officers’
orders not to. Officers noticed that Mr. Higgins was walking a black bicycle
with pink tires and parts. Mr. Higgins initially stated that an unknown,
random person gave the bicycle to him for free in Harvard Square this
afternoon. Officers searched Mr. Higgins' person and the drawstring bag that
he was carrying. Officers discovered two pieces of blotter paper wrapped in
paper/plastic inside of Mr. Higgins' bag. Mr. Higgins admitted that the
blotter paper contained acid/LSD. Mr. Higgins was placed under arrest and
charged with Possession to Distribute Class B Drug for possessing 130 tablets
