Police observed him driving a black Chrysler on Hampshire Street, a public way in the city of Cambridge. A query of the license plate returned a status of expired, non-renew. The query also returned that the license plate belonged to a different vehicle. After a stop of the vehicle, a query of the VIN number confirmed that the license plates were falsely attached and that the vehicle was unregistered/uninsured.
